Request for Information FA700021R0012 Assistant Football Coaches for United States Air Force Academy Preparatory School This is a Request for Information (RFI) only. This is not a solicitation for proposals, and no solicitation is available at this time. The Government will not pay for any information received in response to this RFI; nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this RFI will be used for informational purposes only. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. The purpose of this RFI is to conduct Market Research. The Government does not intend to make an award based on this RFI. The United States Air Force Academy (USAFA) intends to award a competitively-sourced contract for Assistant Football Coaches. The Government anticipates an award of a firm-fixed price contract, to include a base period of performance to begin on or about 1 July 2021, with a contract term of approximately five years (base period and up to four option years) and an optional six-month extension of services. The NAICS Code for this requirement is 611620 and has a size standard of $8M. The U.S. Air Force Academy Preparatory School, known as USAFAPS, the Prep School or Air Force Prep. The school exists today as an avenue of opportunity to a carefully selected group of Airmen and civilians by providing them the academic, leadership, and physical skills that will prepare them for success as Cadets at the U.S. Air Force Academy. The Preparatory School athletic program mirrors that of the Academy, focusing on competitive sports, physical conditioning/education and fitness testing to prepare cadet candidates for the rigors of athletic competition, and to develop the mental fortitude necessary to succeed at the U.S. Air Force Academy. Preparatory School athletic teams compete against top-rated NJCAA, NCAA junior varsity and other service academy Preparatory School teams. A draft Performance Work Statement (PWS) is attached for consideration. In short, Contractor tasks include, but are not limited to, the following: Demonstrating practice drills, leading skill-development workouts, assisting with stretching and fundamental work, assisting with teaching team offensive and defensive concepts, assisting with teaching game situations, assisting with individual shooting and offensive moves, teaching strength training movements, assisting with pre-game activities, in-game coaching. Discussion: USAFA may incorporate changes in acquisition strategy in the generation of solicitation. All potential offerors are reminded, in accordance with Federal Acquisition Regulations (FAR) 52.204-7, System for Award Management (SAM) https://www.sam.gov/SAM/. Lack of registration in the SAM will make an offeror ineligible for contract award. Again, this is an RFI only and proposals are not due at this time. The Government intends to make selection without discussions, but may determine after proposal evaluations discussions are necessary and may conduct exchanges as appropriate. The Government reserves the right to make no award if no quotes meet the requirements of this solicitation. Use of a base period and option period(s). The anticipated contract term is: Base Year: 1 July 2021 – 30 June 2022 Option Year 1: 1 July 2022 – 30 June 2023 Option Year 2: 1 July 2023 – 30 June 2024 Option Year 3: 1 July 2024 – 30 June 2025 Option Year 4: 1 July 2025 – 30 June 2026 Optional six-month extension of services: 1 July 2026 – 31 December 2026 The actual period of performance for each period may differ based on the date of contract award.
