Notice Type: Pre-Solicitation/Synopsis PSC: Z2JZ Contracting Office Address: Department of the Air Force, Direct Reporting Units, USAF Academy - 10 CONS, 8110 Industrial Drive Suite 200, USAF Academy, CO, 80840-2315 No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Subject: This is a pre-solicitation notice (synopsis) for a construction acquisition in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. Proposed Solicitation Number: FA700020R0014 The solicitation is expected to be issued on or after 30 April 2020. The closing date and time for submission of proposals will be contained in the solicitation package. For planning purposes only, an organized site visit is anticipated to be held on or about the 15 May 2020. The date and time for a pre-proposal conference or site visit will be announced in the solicitation package, which will be made available on the government point of entry (GPE) web site at http://www.beta.sam.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractor MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. Further information on SAM web site is available at https://www.sam.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Description The construction acquisition is to Repair/Update the Utilities at Falcon Stadium at the United States Air Force Academy, CO. The purpose of this project is to update some of the utilities at the Falcon Stadium, the utility systems being updated are the potable water distribution, fire suppression water distribution, sanitary sewer conveyance, and natural gas. This project provides an all-new utility rings around the outside of the stadium, these new lines will be used to serve the facility from the “outside in”. This project will be interrupted by several events at the Falcon Stadium. Construction starts and stops will be crucial to the success of this project. General Description: 1. New water and gas mains will be constructed in parallel in a ring around the outside of the Stadium. This ring will support several different functions. a. It will replace the function of the existing, outdated, and deteriorating water and gas infrastructure within the Stadium footprint. b. It will provide new water and gas services to existing elements within the Stadium which will remain (Press Box, restrooms, locker rooms, etc.). c. It will provide new gas and water services to future buildings as proposed in the Requirements Document. 2. A complete, dual-fed loop will be provided for both water and gas, eliminating the current scenarios of dead-end runs within the Stadium for those utilities. 3. Building the new outer ring will allow construction activities to occur independently of activities within the Stadium, mitigating potential impacts to Stadium functions. While the outer ring will require demolition and replacement of asphalt and concrete, the impacts to the concourse and hardscaped areas within the Stadium will be reduced compared to performing all work within the Stadium footprint. 4. Water and gas services will be provided from the outer ring inward to existing facilities within the Stadium. 5. Water and gas stubs will be provided along the outer ring to support future facilities without the need to impact the loops for future tie-in purposes. The contractor shall provide all labor, materials, transportation, equipment, and supervision necessary to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings and Specifications, and other attachments included with the solicitation. Place of Contract Performance: USAF Academy, CO 80840 United States Set-aside Status: This acquisition will be a competitive 100% set-aside for HUB Zone small businesses; all others will be deemed non responsive. The North American Industries Classification System (NAICS) code is 237110 Water and Sewer Line and Related Structures Construction and the Small Business Administration (SBA) small business size standard is $39.5M. Magnitude of construction is between $1,000,000 and $5,000,000. The proposed contract would be awarded to one vendor as a firm-fixed price construction contract. Current estimated completion time is 400-500 calendar days. All future notices will be posted under the current solicitation number (FA700020R0014). A solicitation is not available at this time; therefore do not request a copy of the solicitation. The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals.
