This letter is to announce Amendment 0001of the Request for Proposal (RFP) for the United States Air Force Academy (USAFA) Vertical Transportation Equipment (VTE) requirement, Solicitation No. FA7000-20-R-0007. 2. To comply with interim FAR rule 2019-009, published on July 14, 2020, and effective on August 13, 2020, the USAFA contracting office is modifying this solicitation. The interim rule implements prohibitions contained in section 889(a)(1)(B) of the National Defense Authorization Act (NDAA) for Fiscal Year 2019, and requires contracting officers to take specific actions prior to awarding contracts on or after August 13, 2020. 3. The solicitation FA7000-20-R-0007 has been updated to incorporate the August 2020 provision and clause: FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment; and 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. 4. Values for CLIN X002 were increased; however CLINs X002 remain “No Bid” CLINs. Please see solicitation for details. 5. Submit certified information IAW provision FAR 52.204-24, Representation Regarding Certain Telecommunications with proposal NLT 18 August 2020 at 12:00 p.m. MDT. 6.
