This is a pre-solicitation notice (synopsis) for a service acquisition in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-04 (effective 6 September 2019). All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The solicitation is expected to be issued on or after 24 September 2019. The closing date and time for submission of proposals will be contained in the solicitation package, which will be made available on the Government Point of Entry (GPE) website at http://www.fbo.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractors MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. Further information on SAM website is available at https://www.sam.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. A solicitation is not available at this time; therefore do not request a copy of the solicitation. This solicitation will be offered in electronic format only. No hard copies will be provided. At this time USAFA is not seeking proposals and will not accept unsolicited proposals. The service acquisition is for the United States Air Force Academy (USAFA) Cadet Support Services (CSS) requirement. The Contractor shall provide all supervision, labor, supplies, tools, materials, non-accountable equipment, general purpose/special purpose vehicles, and training to perform all tasks and functions for the USAFA CSS requirement. All tasks and functions fall broadly into the following categories: · Facility Support & Management Services o Athletics Department Support § Athletic facilities and events § Athletic clothing and other services § Athletic equipment and services o Cadet Wing Support § Cadet quarters furnishings and equipment § Other cadet graduation support o Dean of Faculty Support § Academic facilities support § Special cadet projects and curriculum aids § Presentation and engraving services o Preparatory School Support § Cadet candidate furnishings · USAFA Event Support & Management · Exhibit Support This acquisition is set aside for small business. The North American Industry Code Standard (NAICS) is 561210, Facilities Support Services, and the Small Business Administration (SBA) small business size standard is $41.5 million. The proposed contract may be awarded to one vendor as a firm-fixed price services contract, to include one (1) base year and six (6) one-year option periods. An industry pre-proposal conference and site visit tentatively planned for early October 2019.
