This is a brand-name requirement. Please refer to the attached synopsis-solicitation and brand-name justification. The 10th Medical Group (10 MDG) has a training requirement to be proficient in rapid response medical combat support. Specifically, personnel must be able to build a mobile medical facility able to hold a specified number of hospital beds, which must exist as both a mobile or fixed capability. Air Force Tactics, Techniques, and Procedures (AFTTP) 3-42 is a series of policy publications that are the primary source for this capability. The AFTTP 3-42, Series 57 is the Tactical Doctrine for this capability and describes the Air Force's standard in contingency operations: the En Route Patient Staging System (ERPSS). The ERPSS allows readiness planners the ability to right-size facility requirements based on patient movement requirements. The ERPSS has a two-fold mission: provide support and continuity of medical care for patient movement and serve as an integral patient interface to the Air Force components of the Global Aeromedical system. This particular capability will be supported by the ERPSS-10 Unit Type Codes (UTCs) which is a scalable 10-bed package. According to AFTTP 3-42.57, para. 10.4.4, the "The EPRPSS-10 utilizes the Utilis Tent System ® (UTS)". Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that the OEM warranty and service provided are maintained by the OEM and provide verification when submitting quote.
