This announcement serves as a Sources Sought Notice (FA700019QA062) issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 for an upcoming acquisition at the United States Air Force Academy (USAFA). This sources sought notice is issued solely for information and planning purposes and does not constitute a solicitation or a commitment or obligation on the part of the Government to issue a solicitation. DO NOT submit a quote or proposal in response to this notice. Any information provided by industry to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. The purpose of this notice is to identify companies capable and qualified to provide Menu Management System (MMS) Cloud Based software that is capable of menu planning, subsistence forecasting, nutritional guidance, purchasing, ordering, receiving, issuing and inventorying 12,000 meals a day and $15 million of subsistence annually. The MMS must be a cloud based service that interfaces with Shamrock Foods and is capable of serving 3.5 million meals annually. The MMS will support the Mitchel Hall Dining Facility on United States Air Force Academy. All businesses capable of providing the MMS are invited to respond. Interested small business vendors must reference their designation below, if applicable. For the purpose of this acquisition, the North American Industry Classification System Code (NAICS) is 511210 and the size standard in number of employees is 1,000. The contract type will be a firm-fixed price type contract. Delivery is FOB: Destination to USAF Academy, CO 80840. The required quantity is 1 system. The minimum specifications for the Menu Management System include but are not limited to: •§ Menu management functions to include: • Capability to input multiple menus • Import service menus • Calculate food costs • Provide queries to produce various service menu related reports i.e. pre and post service costs for queried menus, consolidated reports related to service, service menu listings • Provide item to menu cross referencing reports, kitchen production reports based on service menus, sales reports, seven day projection reports, copy, merge and delete service menus. •§ Production Functions • Provide production schedules • Copy/delete production schedules • Generate production reports • Generate pre and post production spreadsheets • Provide queries for various other production related reports • Generate "shopping lists" •§ Purchasing Functions • Generate requirements worksheets • Establish order schedulers • Create, place and receive purchase orders both manually and electronically • Must be able to electronically send orders through interfaces and update pricing electronically into the database with the prime vendor • Must be able to link, edit and copy vendor items • Provide various purchasing reports •§ Inventory • Provide functions to enter counts manually and/or be capable/compatible with hand held inventory management products and devices • Provide various inventory status, physical count, consolidated inventory, and cost of sales reports •§ Issuing Functions • Generate issue requisitions with/without templates using service and/or production menus and requirement worksheets • Process requisitions as product flows in and out of inventory • Generate various requisition reports •§ Item Maintenance • Allows for input, change of new items into the system • Set up of items to include auto generated item numbers • Must include Name, archive status, service, production, stock, purchasing, item specification and nutrition information • Must be able to input new, delete old, modify items • Provide capability to universally substitute items and size recipes as required • Produce reports that can cross reference items to menus, items to service that includes when and where items are/were used, purchased and changed. Provide purchase history that include last time purchased and prices paid. •§ Nutrition Item Maintenance • Must be capable to import nutrition information from common sites into the database for individual items • Capability to color code items for nutritional value as determined by dieticians •§ Set up Functions • General settings at a minimum should allow for set up of service settings-units and meal courses, meal types and menu planning groups • Production set up allow for establishment of different production units and prep areas • Purchasing settings allow for set up of multiple warehouse units and track multiple inventories, vendor set up that includes basic vendor info, delivery date set up, interface set up, purchase group set up • Stock management settings allow set up of several storage areas for different product types and range requirements; • Allow set up of several product groups •§ System utilities • Security administrator functions that allow/deny access to users • Allow/deny access to various functions within the system-read only, full or partial access to any or all parts of any one function • Import and export functions from database to Excel • Run end of day processes as needed •§ Administrative Functions • Ability to override functions i.e. change purchase orders from an "on order" status to "in progress" when required for orders, inventory and requisitions. • Manage daily functions to include set up for when to purge data base of information no longer required The contracting officer shall only award a contract to acquire cloud computing services from a cloud service provider (e.g., contractor or subcontractor, regardless of tier) that has been granted provisional authorization by Defense Information Systems Agency, at the level appropriate to the requirement, to provide the relevant cloud computing services in accordance with the Cloud Computing Security Requirements Guide (SRG) (version in effect at the time the solicitation is issued or as authorized by the contracting officer) found at http://iase.disa.mil/cloud_security/Pages/index.aspx. The Contractor shall implement and maintain administrative, technical, and physical safeguards and controls with the security level and services required in accordance with the Cloud Computing Security Requirements Guide (SRG) (version in effect at the time the solicitation is issued or as authorized by the Contracting Officer) found at http://iase.disa.mil/cloud_security/Pages/index.aspx. The Contractor shall maintain within the United States or outlying areas all Government data that is not physically located on DoD premises, unless the Contractor receives written notification from the Contracting Officer to use another location, in accordance with DFARS 239.7602-2(a). All items and components must be made and manufactured in accordance with DFARS 252.225-7001, Buy American and Balance of Payments Program. All potential offerors are reminded, in accordance with FAR 52.212-4(t), System for Award Management, that the lack of registration in the System for Award Management (SAM) will make an offeror ineligible for contract award.
