NOTICE OF INTENT TO SOLE SOURCE The 10th Contracting Squadron, Operational Contracting Office, United States Air Force Academy (USAFA) Colorado, intends to pursue a direct award for USAFA Ambulance Service to the single qualifying Service-Disabled Veteran-Owned Small Business (SDVOSB), pursuant of FAR 19.1406 and FAR 6.302-5(b)(6). This procurement is for the acquisition of a commercial service using simplified procedures in accordance with FAR parts 12 and 13. Services required: Full emergency patient transport non-personal services at the United States Air Force Academy (USAFA) to include but not limited to the USAFA Flight Line, Cadet Area, Community Center, Jacks Valley, Pine Valley housing area, Douglass Valley housing area, and the I-25 Corridor bordering the base. See attached Performance of Work Statement (PWS) for details. The North American Industrial Classification System (NAICS) number is 621910 and the business size standard is $16.5M. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
