REVISION: The purpose of this RFI is to garner industry’s interest and to collect feedback on the Institutional Education and Mission Execution System (IEMES) Statement of Objectives. Specifically, the Government is looking for responses from interested vendors who can provide recent and relevant past performance to substantiate they are capable of supporting an Operation and Sustainment (O&S) contract to support the outlined Software as a Service products (SaaS) in a higher education learning environment. This learning environment supports 6,000 faculty, staff, and cadets. HQ USAFA/A6 would also request a staffing plan or the vendors’ estimation on skillsets and number of full-time employees (FTE) required to support this requirement. Interested parties should respond to this RFI with a whitepaper. The RFI whitepaper should be in either Microsoft Word or Adobe (pdf) format and is due no later than 1600 EST on 29 April 2020. The whitepaper response is limited to 10 single-sided pages and submitted via e-mail only to the Government Point of Contract (PoC): ronald.wilson.26@us.af.mil. Past performance references should be brief and should contain the Government contract number (if applicable) and Government/Customer points of contact should the Government need clarification. Proprietary information, if any, should be kept to minimum and MUST BE CLEARLY MARKED. To aid the Government, segregate proprietary information. This is not a solicitation. This request for capability information does not constitute a request for proposal (RFP). This RFI is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award on the basis of this RFI. Companies responding to this RFI are advised their response does not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly.
