This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (http://www.fbo.gov). The Request For Quote (RFQ) number is FA6712SOLIDWASTE. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-100. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 562111 and the Small Business Standard is $38.5 million dollars. The proposed Requirement is being solicited as full and open competition. Award shall be made on the evaluation basis of Lowest Price Technically Acceptable. The Pittsburgh 911th Airlift Wing located at Coraopolis, PA requests responses from qualified sources capable of providing the following: all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management municipal solid waste (MSW) collection and recycling services at 911th Airlift Wing, Pittsburgh Air Reserve Station, PA IAW Performance Work Statement dated 5 December 2017 and attached within this notice. CLIN 0001: Furnish all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management municipal solid waste (MSW) collection and recycling services at 911th Airlift Wing, Pittsburgh Air Reserve Station, PA IAW Performance Work Statement dated 5 December 2017 and attached within this notice. See Bid Schedule attached to this notice. Use of any other bid format will not be accepted. Bid schedule includes the base year of the contract and four (4) option years. All option years must have pricing included for the bid to be accepted. The Government will award an order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated based on the following criteria: · Technical - Offeror shall provide documentation that demonstrates it possesses the capabilities to meet the requirements of this solicitation to include sufficient equipment/trucks capable of emptying dumpsters specified in the Performance Work Statement. · Price - will be reviewed for price reasonableness A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
