The 911th Airlift Wing at the Pittsburgh Air Reserve Base has a requirement for commercial services to deice C-17 Aircraft at the Pittsburgh International Airport IAW Statement of Work found in Section C of attached solicitation. The requirement is 100% total small business set-aside. Competition is limited to those firms currently performing deicing services at the Pittsburgh International Airport premises. Per the Allegheny County Airport Authority, for Safety and contractual purposes, no other firms are permitted to perform these services. Any firm submitting a quote must provide documentation with their quote submission showing approval from the Allegheny Airport Authority to perform deicing services at the Pittsburgh International Airport. Quotes without this approval will be deemed non-responsive and not considered for award. This will be a single award IDIQ contract with a period of performance of 9/24/2020 - 04/30/2020. For saftety and contractual terms, the Allegheny Airport Authority will not permit other entities to operate on the Pittsburgh International Airport deicing pads. Limited competition justification will be posted with the solicitation.
