This solicitation is designated as a 100% Woman Owned Small Business (WOSB) set aside. A single award acquisition will be made. The awardee must be WOSB certified at the time of bid opening by the Small Business Administration. In addition, the required documents to verify eligibility must be in the WOSB Repository before bid opening. The project requires the contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, testing, and transportation to construct a new security fence and a gate at Pittsburgh IAPS ARS. Funds are not presently available for this project. No award will be made until funds are available. The government reserves the right to cancel solicitation, either before or after bid opening/RFP closing with no obligation to the offeror or by the government. The project site is located at the 911 Airlift Wing (AFRC), Pittsburgh Air Reserve Station, 2375 Defense Ave., Coraopolis, PA 15108-4495 (Allegheny County). The magnitude of this project is between $100,000 and $250,000. Total contract performance period is 120 calendar days from the date of receipt of the notice to proceed. The resultant award will be a Firm-Fixed Price contract. The NAICS Code is 238990; the Size Standard is $15.0 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the FedBizOpps (FBO) at http://www.fbo.gov and should be available on or about 1 April 2019. Once the solicitation is posted, it is incumbent upon the interested parties to review this web site frequently for any updates/amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 2 May 2019 at 10:00 AM EST and will be contained in the solicitation package. A site visit is tentatively scheduled for 16 April 2019 at 10:00 AM EST. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the FBO website. Contractors are also requested to identify if they have other designated size standards besides Woman Owned (i.e. Small, 8(a), Economically Disadvantaged Woman Owned, etc.). Contractors are advised that in order to receive an award as the prime contractor, they must be listed in the System for Award Management (SAM) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Prime contractors must be registered in SAM for NAICS code 238990 before bid opening. Contractors may register via the Internet SAM website at http://www.sam.gov . Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Prospective contractors must complete electronic/online annual representations and certifications or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend site visit, which should be on or about 16 April 2019. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves. The dates cited above are estimates, not actual.
