The purpose of this amendment is to revise SF33, and attachments 19, Section L Proposal Instructions 20230710, attachment 20, Section M Evaluation Basis for Award, and attachment 28, Question and Answer Worksheet 20230710. All other items remains the same. Proposal due date remains Friday, 14 July 2023 at 3:00 EDT. NOTES: The updated attachment dates are inclusive of any revisions from previous versions. Proposals shall be submitted via the solicitation module in PIEE. The solicitation in PIEE is restricted; therefore, only those Offerors who requested their cage code added to the solicitation in PIEE may view and submit proposals. Offerors are to submit requests to Government POCs requesting their Cage Code is added to the solicitation in PIEE. See Attachment 19, paragraph L1.13, "Proposals submitted by e-mail, mail or hand carried will not be evaluated. Proposals sent through proprietary or third-party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved." Dobbins Air Reserve Base has a requirement to manage and operate the Base Operations Support (BOS) Services located at Dobbins ARB, GA. The project scope is a service requirement to perform services in multiple functions to include Materiel Management, Ground Transportation and Vehicle Management, Traffic Management, Real Property Maintenance, and Fuels Management. This contract will be subject to the Service Contract Labor Standards and Construction Wage Rate Requirements. The official solicitation will result in a contract being issued on an ALL or NONE Basis to a single contractor. Evaluation of offers will utilize Performance Price Tradeoff procedures IAW FAR 15.101-2 with an anticipated award date on or before 31 May 2023. The resulting contract will consist of a 60-day phase-in period, 12-month basic period, four (4) one-year option periods and a six (6) months option period IAW FAR 52.217-8 that may be exercised at the discretion of the Government.
