This is a Pre-Solicitation Notice. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. Dobbins Air Reserve Base has a requirement to REPAIR EXTERIOR AND INTERIOR, BLDG 510, Project FGWB 14-0020 at Dobbins ARB, GA. This requirement is 100% set-aside for Small Business. Set-aside is in accordance with FAR 19.502-2. Department of the Air Force, Air Force Reserve Command, 94th Contracting Flight, will solicit a contract to REPAIR EXTERIOR AND INTERIOR, BLDG 510, Project FGWB 14-0020b at Dobbins ARB, GA. Work consists of but is not limited to providing all materials, equipment, labor, supervision, and incidentals necessary to complete the project in accordance with the specifications and drawings; to be posted as attachments to the solicitation. This project includes: replacing fascia board as needed, painting exterior surfaces, leveling floor in multiple locations (restroom, supervisor office and other areas) as required. This project will also replace hallway shelves, repaint all interior walls, caulk & repaint ceiling, replace roofing system and replace/refinish flooring as needed. Insulating walls in the supervisor office and redesigning office/work areas for better space utilization will also be included in this work. The building electrical system will be upgraded to include additional outlets. The HVAC will also be replaced. The building shall be usable and complete when repairs are finished. NAICS 236220 Product Service Code: Z1AA Small Business Size $39.5M Magnitude is Between $250,000 and $500,000 Solicitation will be – Invitation for Bid (IFB) Contract will be Firm-Fixed-Price Period of Performance: 261 Calendar Days NOTE: All contractors must be registered in the System for Award Management (SAM) program in order to receive a contract award from any DOD activity. Contractors may access the Internet site at: https://beta.sam.gov to register and/or obtain information about the SAM program. No Foreign participation is allowed. NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract. The solicitation will be available on or about 19 August 2020 on the Federal Business Opportunities web page at https://beta.sam.gov Paper copies will not be available. The anticipated bid closing date/time is 21 September 2020 @ 02:00 p.m. Eastern Standard Time.
