The construction of Phase 3 of this project shall be performed using U.S. persons (an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. 1101(a)(20) or who is a protected individual as defined by 8 U.S.C. 1324b(a)(3)) and by controlling access to only vetted Construction personnel and Government inspectors.
