This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Only firm fixed price offers will be evaluated. This solicitation document and incorporated provisions and clauses are those in effect through: Federal Acquisition Circular 2024-05 Defense Federal Acquisition Regulation Public 05/30/2024 Department of the Air Force Federal Acquisition Circular 2024-0612 This acquisition is a competitive requirement. This requirement is a 100% small business set aside. In order to be considered, offerers must be registered as a small business under the associated NAICS.The North American Industry Size Classification System (NAICS) code associated with this requirement is 238320. The Small Business Size Standard associated with this NAICS is $19.0 million. Contractors must be registered for federal government awards in SAM to receive award. Instructions to Offerors To be considered responsive, offerors must submit the following via e-mail to danielle.jones.28@us.af.mil by the RFQ Deadline of Wednesday, 17 July 2024 at 1:00 PM Eastern Daylight Time (EDT): Quote Technical Proposal with Delivery Schedule Examples of Past Performance Vendors who wish to respond to this notice must include a technical capability statement explaining their ability to complete the work described in the SOW. Vendors must also provide no less than 2 and no more than 4 examples of past performance on projects similar in scope and nature. Past performance examples should have taken place within the last 5 years. Only firm fixed price offers will be evaluated. To be eligible to receive an award resulting from this Solicitation. Offeror must also have the NAICS code associated with this RFQ indicated on their SAM record. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any quote preparation costs. For questions, please contact Danielle Jones at danielle.jones.28@us.af.mil. Evaluation Criteria The Government intends to award a single delivery order resulting from this RFQ. Responses to this RFQ will be evaluated to determine the offeror that presents the lowest priced offer that is technically acceptable. The following factors shall be used to evaluate offers: price, technical acceptability, and past performance. Price: Price will be evaluated by the total price offered on the contractor’s quote. Technical Acceptability: Technical acceptability will be determined by review of the contractor’s technical proposal and delivery schedule. Technically acceptable proposals are proposals with enough information to determine that their proposed design, materials and delivery schedule meets the requirements of the Statement of Work. Past performance: Past performance will be evaluated by reviewing the 2 to 4 past performance examples provided by the contractor. In order to be determined acceptable, at least two of the contractors past performance must be recent (within the last 5 years) and show successful execution of a project similar in nature to the one requested under this solicitation. Evaluation of proposals may be made without discussions with the offeror(s). The Government will select for award the responsible offeror who’s proposal is the lowest priced, who’s technical proposal and past performance information is determined to be acceptable.
