The 914th Niagara Fall Air Refueling Wing (ARW) hereby gives notice of their intent to award a Firm Fixed Price Blanket Purchase Agreement to Tennant Sales and Service Company 10400 Clean St., Eden Prairie, MN 55344-2650 on a sole source basis. In accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. Tennant Sales and Service Company is the designer, developer and original equipment manufacturer (OEM)for the fleet of cleaning machines used by the 914 ARW. A complete thorough inspection on a scheduled six month cycle will be required as well as timely response to unscheduled requests on an as needed basis. The technician must have training certification, ISO 9001 for specifications from the Tennant Company. The technician must also have complete working knowledge of the Tennant floor scrubber and the numerous models offered and spelled out in attached scope of need. As needed, replacement parts must be an identical replacement from the manufacturer and must meet OEM. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement without impacting the requirement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
