This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Only firm fixed price offers will be evaluated. This solicitation is being issued as a Request For Quotation (RFQ) in accordance with FAR Subpart 13.5. The North American Industry Size Classification System (NAICS) code associated with this requirement is 562111. The Small Business Size Standard associated with this NAICS is $41.5 Mil. Requirement Information Description: The 914th Mission Support Group (MSG) Civil Engineering Squadron (CES) at Niagara Falls Air Reserve Station has a requirement for waste management collection services. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management, municipal solid waste (MSW) collection and recycling services at Niagara Falls Air Reserve Station, Niagara Falls, NY. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. The following attachments are included with this solicitation. Only firm fixed price offers will be evaluated. To be eligible to receive an award resulting from this solicitation, contractors must be registered in the DoD System for Award Management (SAM) located at the following website: https://www.sam.gov Lack of registration will make an offeror ineligible for award. Offeror must also have the NAICS code associated with this RFQ, indicated on their SAM record. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. The Contracting Officer will provide clarification through amendment to the solicitation following receipt of any questions. Evaluation Criteria This is a competitive commercial acquisition. The Government intends to award a single contract for a term of one (1) year plus four(4) 1-year options resulting from this RFQ to the responsive, responsible offeror whose quote conforms to the RFQ and most advantageous to the Government; price and other factors considered. Evaluation requirements IAW FAR 13, Evaluation based on pricing and other factors: Responses to this RFQ will be evaluated to determine the offeror that presents the best value to the Government. The following factors shall be used to evaluate offers: price, technical capability, and past performance. Technical capability is defined as the ability to meet the requirements as stated in the RFQ. Technical acceptability will be determined by a review of quotes and quality assurance plan, accomplished by the using service, to ensure all solicitation requirements are satisfied. Evaluation of proposals may be made without discussions with the offeror(s). The Government will award a contract to the responsible offeror, whose offer conforming to this combined synopsis/solicitation will be most advantageous to the government IAW FAR Part 13.
