The awardee must be HUBZone certified at the time of award. The project consists of two line items: Line Item One: The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the construction in conformity with contract documents. The work specified herein consists of an expansion and a modernization upgrade to the 910th AW Fire Department. The upgrade consists of new concrete heated floors with trench drains in each bay, storage tank removal, ceiling utilities (air, water, exhaust lines), and a new alarm notification system. Line Item Two: The work specified herein consists of adding a second floor bathroom addition with masonry walls. The addition will also include HVAC ducts, electrical systems, LED lighting, drywall, mass notification system, insulation, paint, flooring, base board heating controls, and stairway walls. Funds are not presently available for this project. No award will be made until funds are available. The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $1,000,000.00 and $3,000,000.00. Total contract performance period is 270 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed-Price contract. The NAICS Code is 236220; the Size Standard is $39.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications can be downloaded from https://sam.gov and should be available on or about 12 July 2021. As this is a federal construction project, the Construction Wage Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 11 August 2021 at 10:00 AM EST and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the sam.gov website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 236220. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://sam.gov. Recommend registering immediately in order to be eligible for timely award.
