Notice Type: Presolicitation Posted Date: 11 May 2020 Response Date: June 10, 2020 10:00 am Eastern Archiving Policy: Automatic, 15 days after response date Archive Date: July 13, 2020 Base Notice: Sustain Airfield Markings & Rubber Removal Set Aside: HUBZone Classification Code: Z -- Maintenance, repair, and alteration of real property NAICS Code: 237-- Heavy and Civil Engineering Construction/237310 -- Highway, Street, and Bridge Construction This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone certified at time of award. The project consists of one line item. Line Item One: The work specified herein consists of furnishing all labor, equipment, tools, appliances, transportation, and materials required to remove 95% of the rubber build up from 100% of designated area on the Youngstown ARS Assault (asphalt covered) Runway in accordance with the statement of work. The rubber removal is to be completed without damage to the pavement surface, joints, and joint and crack seals, or any other government property. Destruction of any runway or other pavement markings as a result of the rubber removal process will be restored, repainted as necessary. All LZ Markings, Controlled Apron and Non-Controlled Apron Markings shall be repainted as per specifications and as shown on plans dated 31 Jan 2020. Funds are not presently available for this project. No award will be made until funds are available. The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 Kings Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $100,000 and $250,000. Total contract performance period is 45 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 237310; the Size Standard is $36.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from FedBizOpps (FBO) at http://www.fbo.gov and should be available on or about 27 May 2020. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 10 June 2020 at 10:00 AM EST and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the FBO website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 237310. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://www.sam.gov. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend the site visit when health conditions allow.
