The purpose of the below questions is to generate comprehensive feedback with regards to proceeding with the follow-on contract solicitation/proposal preparation and initiating a site visit during the overarching COVID-19 pandemic, to reduce further delays to the acquisition timeline. Please see below: HQ-AFRC-PK would like to gauge industry conditions as to any concerns or issues if a site visit at Homestead was to be announced within the next 30 days. a. Would your company be able to attend or be opposed if contracting held a site visit in the near future? b. Would possible multiple “mini” site visits establishing social distancing be most advantageous (scheduling smaller groups one at a time during the specific site visit date)? If a remote/virtual site visit was to take place, does your company feel it would be a sufficient alternative to allow offerors to prepare an accurate proposal reflective to the terms and conditions of the overall RFP? a. Are there any particular facilities, equipment, grounds, etc. that your company would need particular focus on regarding a remote/virtual environment? b. In a virtual environment, would establishing a revisit (taking additional virtual data to satisfy any uncertainties) of a particular area benefit? If your company is NOT comfortable with an in-person and/or virtual site visit for this effort, please provide detailed narrative to explain. Offerors shall submit initial mobilization/de-mobilization plans with their proposal. The successful awardee will submit a Transition Plan IAW FAR 52.237-3, Continuity of Services. (3) Traffic Management includes movement of passengers by commercial and military surface and air using the Global Air Transportation Execution System (GATES) as well as cargo movement. (4) Real Property Maintenance responsibilities include the PM Program and CM calls for facility maintenance, grounds maintenance, utility systems, fuels facilities, power production, fire suppression system maintenance, pavements and roads, airfield lighting and aircraft arresting system maintenance. (5) Fuels Management includes management and accountability of aviation and ground fuels owned by the Defense Logistics Agency-Energy (DLA-E), the transport of diesel fuel and management of liquid oxygen nitrogen to ensure availability.
