This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. The 934 Airlift Wing at the Minneapolis Air Reserve Station, Minneapolis, Minnesota intends to solicit for Integrated Solid Waste Management (ISWM). The Combined Synopsis/Solicitation Number: FA663324Q0008 This is a Request for Quotation (RFQ) for the Integrated Solid Waste Management at 934th Airlift Wing in Minneapolis, MN. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2024-03, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20240215, and Air Force Acquisition Circular (AFAC) 2023-0707. The Government intends to award a Firm-Fixed-Price (FFP) in accordance with the PWS (Performance Work Statement), contract terms and conditions, contract clauses and wage determination. This requirement is full and open competition. The NAICS code for this requirement is 562111 with a small business size standard of $47.0 Million. Quotes will be evaluated in accordance with FAR Clause 52.212-2. Prospective vendors must be actively registered with the SAM.GOV system. The Offeror is responsible to download any amendments and other documents from this website without further notice from the 934th Airlift Wing. The bid schedule incorporated in the attached documents titled “Attach_05_Pricing_Schedule”, shall be completed in its entirety, and returned with any other documentation/data as required and specified by this Combined Synopsis/Solicitation. Contract Line items: The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management at Minneapolis Air Reserve Station (ARS), Minnesota. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. Estimated workload factors listed in Appendix A, Tables A1 through A3 and collection locations shown in Appendix B. Appendix A provides the list of materials or services required under this contract to include: - Municipal Solid Waste, - Mixed Recyclables, - Document Destruction, - Wood Recycling, - Scrap Metal, - Compostable Organics, and - MSW-Family Day Event. Appendix B has maps showing the locations for the materials or services listed in Appendix A. Please refer to the SF 1449 for further detail of the bid schedule with follow-on option years and the attached documents.
