The procurement is 100% set aside for small business, with a single firm-fixed-price contract to be awarded on a Lowest Price Technically Acceptable (LPTA) basis. Technicians must hold active ANSI/IPAF or equivalent certifications, and the contractor must meet strict emergency response timelines: on-site diagnosis within 24 hours of notification, estimate submission within 24 business hours after diagnosis, and repair completion within 24 hours of approval.
