Project 24-0004, Repair Chiller, Bldg. 1850, is located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of three hundred forty-nine (349) calendar days; one hundred nineteen (119) for design and two hundred thirty (230) for construction. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code of 238220 (Plumbing, Heating and Air-Conditioning Contractors), size standard $19.0 Million. The solicitation will be issued as an Invitation for Bid (IFB) expected in early June 2025 with an estimated thirty (30) day response period. The purpose of this Design-Build project is to replace the existing Carrier Model 30RBA07054 air cooled chiller at Building 1850 with two (2) new equal capacity chillers. The existing chiller is only operating on one circuit due to a leak in the condenser coil. The Contractor shall provide Types A and B Architect-Engineer Services to prepare and complete construction documents consisting of design analysis, contract drawings, and technical specifications. The Contractor shall provide all labor, materials, and equipment to install, construct, and complete the work planned in accordance with the Statement of Work (SOW). In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $100,000.00 and $250,000.00. There is no Government Furnished Property supplied for this project. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to supplying a bid, interested bidders must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet website at https://SAM.gov. If the bidder is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award, a bidder is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective bidder. The solicitation and all supporting documentation will be posted at this site to review and download. All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the bidder(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to Potential Bidder(s)/Supplier(s): Funds are NOT presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
