Project YTPM 24-0002, Install Access Control Munitions, is located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of ninety (90) calendar days. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code of 238210 (Electrical Contractors and Other Wiring Installation Contractors), size standard $19.0 Million. The solicitation will be issued as a Request for Proposal (RFP) expected in early June with an estimated thirty (30) day response period. This project consists of contractor providing all labor, equipment, materials, and miscellaneous services to install (completely replace) the existing stand-alone access control system and all associated components for the vehicle and pedestrian gates at the Munitions Storage Area (MSA) with a new system. Possible upgrades include a proximity sensor and/or upgraded controls. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $25,000.00 and $100,000.00. There is no Government Furnished Property supplied for this project. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to supplying a proposal, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet website at https://SAM.gov. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and all supporting documentation will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the offeror(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to Potential Offeror(s)/Supplier(s): FUNDS ARE PRESENTLY AVAILABLE FOR THIS EFFORT. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
