This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number FA660624Q0014, is hereby issued as a Request for Quotation (RFQ) for TruLink Portable Transceivers. A contract may be issued without discussions as a Firm-Fixed Price (FFP) award utilizing FAR Part 13, Simplified Acquisition Procedures. (iii) This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2024-05; Effective 04/22/2024, Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice 06/27/2024 and DAFFARS; Effective 08/26/2024. CLIN 0001, TruLink Portable Transceiver (TPT)-AIR and includes Delivery, Mfr Part No: 780-1000-001-CF0095-M8, 50/EACH (vi) Description of requirement: Westover Air Reserve Base, Chicopee MA needs fifty (50) TruLink Portable Transceivers (TPT)-Air, Manufacturing Part No: 780-1000-001-CF0095-M8 used in conjunction with Bose ANR Aviation headset and TruLink portable transceiver is the prescribe method of communication for the Aircrews performing patient care and movement aboard C-5 planes providing vital communication and is essential to flight operations. This is a single award, firm fixed price acquisition with all quotes being evaluated based on Brand name, Manufacturing Number and LPTA (lowest price technically acceptable basis) and quotes should be sufficiently detailed to make that determination. Quotes must include the following information: Pricing, Company Name & Address, Point of Contract, Telephone, Email, Cage Code, UEI number, and Business Size. Unless already completed on SAM.gov as part of the annual certifications, vendors must certify provision 52.204-24 and 52.204-26 by completing the attached PDF titled, “Provisions and Clauses Fill In” and submitting it with their quotes. Offerors are responsible for verifying receipt of their proposals to this office before offer due date and time. Any formal communication, once the formal solicitation has been issued, shall be submitted in writing (via email) to the POCs below. It is the offerors’ responsibility to confirm receipt of all formal communications. (ix) Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The following factors shall be used to evaluate offers: 1. Lowest price technically acceptable (LPTA) 2. Technical Acceptability *Technical Acceptability is achieved when offeror provides proof that the offeror meets the minimum standards of the requested requirement identified in CLIN 0001 above and meet the salient features outlined above. Additionally, a copy of product specifications must be included with quotes that clearly shows salient feature requirements are met. (x) Unless already completed on SAM.gov as part of annual certifications, Vendors must certify provision 52.212-3, Offeror Representations and Certifications-Commercial Items, if they have not completed the annual reps and certs in SAM, by filling in the appropriate fields in attached PDF titled, “Provisions and Clauses Fill In” and submitting with your quote. (xi) Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. IAW FAR 52.204-16, prospective awardees shall have an active Cage Code prior to award of a government contract.
