Project 13-0011, Repair Roof Medical Facility, B2235, is located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of one hundred eighty (180) calendar days from the issuance of Notice-to-Proceed. Period of performance does not include a potential winter shutdown period from 01 December 2024 through 31 March 2025. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code of 238160 (Roofing Contractors), size standard $19.0 Million. The solicitation will be issued as an Invitation for Bid (IFB) expected at the end of January 2024 with an estimated thirty (30) day response period. The purpose of this project is to Repair Roof Medical Facility Building 2235, an existing 1-story building consisting of an exterior brick cavity wall with CMU back up, steel structure and asphalt shingle roof. This project primarily consists of the replacement of an existing 3-tab asphalt shingle roofing system and modifications to the existing conditions to update flashing and roof drainage to current code requirements. Additional scope includes replacement of rooftop equipment, removing and enclosing a large skylight, replacing gutters and downspouts, replacing downspout boots, modifications to the existing stormwater system, installation of a new catch basin, removal of problematic landscaping and plantings, and incidental related work. The building will be occupied during performance of work under this Contract. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $500,000.00 and $1,000,000.00. There is no Government Furnished Property supplied for this project. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to supplying a bid, interested bidders must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet website at https://SAM.gov. If the bidder is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award, a bidder is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective bidder. The solicitation and all supporting documentation will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the bidder(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to Potential Bidder(s)/Supplier(s): FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
