Project 17-0012 Repair HVAC BLDG 1510, will be located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of two hundred ninety four (294) calendar days. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code of 238220 (Plumbing, Heating and Air-Conditioning Contractors), size standard $16.5 Million. The solicitation will be issued as a Request for Proposal (RFP) expected on or around 26 July 2022 with an estimated thirty (30) day response period. This purpose of this Design-Build project is to repair the failing HVAC system in Building 1510. The Contractor shall provide Types A and B Architect-Engineer Services to prepare and complete construction documents consisting of design analysis, contract drawings, technical specifications, and cost break down. The Contractor shall provide all labor, materials, and equipment to install, construct, and complete the work planned in accordance with the Statement of Work (SOW). Work includes but not limited to demo air handlers and condenser units, installation of new single air handler unit; reconfiguration of ductwork for new AHU; electrical service, disconnects and panel connections to AHU and condenser; installation of new refrigerant lines; connection of existing chilled water line to AHU auxiliary coil; installation/alteration DDC controls; installation of additional branch duct line into server room; protection of computer servers from dust and damage; temporary cooling/power during service interruptions; and balancing/commissioning of HVAC system. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $250,000.00 and $500,000.00. There is no Government Furnished Property supplied for this project. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to supplying a proposal, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://SAM.gov. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and all supporting documentation will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the offeror(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to Potential Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
