Project YTPM 14-0014 Add Restroom and Outside Air, Inspection Bay Bldg. 5305, will be located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of 180 calendar days (not including winter shut down period from 01 December through 31 March) from the issuance of Notice-to-Proceed. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code 236210 (Industrial Building Construction) with corresponding size standard $39.5M. The solicitation will be issued as a Request for Proposal (RFP) expected in mid-July 2021 with an estimated thirty (30) day response period. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. REFER TO SECTION L OF THE SOLICITATION FOR ANY APPLICABLE MANDATORY PROCEDURES DUE TO COVID-19. This project includes work to construct a two room building addition with brick wainscot, insulated siding and standing seam roof to match existing structure. Construct one fire rated room to be utilized for housing mechanical equipment with an exterior entrance. Install heated fresh air intake with energy recover system and all associated ductwork and controls. Construct the adjacent room as a single occupancy restroom. Install a water closet, sink, on demand hot water system, and associated devices for an ADA compliant restroom. Connect to existing natural gas, electric, storm water, water, and fire system as required and in accordance with building code. Relocate lights, power, roof drains, and appurtenances as required for construction. Install electric heaters in both mechanical room and bathroom. Connect new bathroom sewer to adjacent sanitary system. Provide for a drop ceiling with lights, painted gypsum walls and ceramic tile flooring in the restroom. This work is subject to a 529 statutory cost limitation of $2M. Additional work includes replacement of existing facility lighting with new LED fixtures and installation of DDC Controls Allowance HV-1 and DH-1. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $500,000.00 and $1,000,000.00. There is no Government Furnished Property supplied for this project. Prior to supplying a proposal, interested Offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://SAM.gov. If the Offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. The solicitation and all supporting documentation including the statement of work, wage rates, specifications and drawings will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the Offerors responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to Potential Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
