Project 14-0011 Renovate Communication Squadron Building 3400, will be located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of 149 calendar days from the issuance of Notice-to-Proceed. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code of 236220 (Commercial and Institutional Building Construction), size standard $39.5 Million. The solicitation will be issued as an Invitation for Bid (IFB) expected in early July 2021 with an estimated thirty (30) day response period. Proposed work includes Construction of Base Defense Operation Center/Emergency Control Center in Building 3400, providing backup power to select loads within the Building, select interior renovations including flooring, windows, mechanical/plumbing, fire protection, electrical/communications, miscellaneous building improvements and all incidental related work. Additional work to include concrete work, patching of existing pavement, trenching for conduit, concrete and backfill, 100kw emergency generator, cables, transfer switch, panel board and walkway bollards which are all subject to a 529 statutory cost limitation of $2 Million. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $500,000.00 and $1,000,000.00. There is no Government Furnished Property supplied for this project. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to supplying a bid, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://SAM.gov. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and all supporting documentation including the statement of work, wage rates, specifications and drawings will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the offeror(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. REFER TO SECTION L OF THE SOLICITATION FOR ANY APPLICABLE MANDATORY PROCEDURES DUE TO COVID-19. Notice to Potential Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
