Project YTPM 14-0021 Repair East Ramp/YTPM 19-3002 Repair Taxiway G, Joint Repair located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated delivery date of 350 calendar days (not including winter shut down period from December 1 to March 31) from the issuance of the Notice-to-Proceed. This solicitation will be issued as a Request for Proposal (RFP), using North American Industry Classification System (NAICS) Code 237310 (Highway, Street, and Bridge Construction), with a size standard of $36.5 million. This is a Full and Open Unrestricted Acquisition. All large business offers must submit a Small Business Subcontracting Plan IAW FAR 52.219-9. All Offerors will be required to submit a Participation Plan that meets or exceeds the mandatory Total Small Business Participation requirement of the total contract value (through collective small business participation from any type of small business or sub-category small business.) The work called for in this contract requires extensive scheduling and coordination because of the daily airfield operations. The commercial contractors that provide this service will develop work schedules that require flexibility of programming for the clients. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $5,000,000.00 and $10,000,000.00. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to bidding, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and supporting documentation including statement of work, wage rates, specifications and drawings will be posted at this site on or around 10 July 2019 for review and download. All contractors and subcontractors interested in this project must register at this site https://www.fbo.gov. It is the offerors responsibility to check the website periodically for any amendments to the solicitation.
