REFER TO SECTION L OF THE SOLICITATION FOR MANDATORY PROCEDURES DUE TO COVID-19 Project 16-0007 Repair Fire Training Facility, will be located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of 225 calendar days (not including winter shutdown period from 01 December through 31 March) from the issuance of Notice-to-Proceed. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code of 236210 (Industrial Building Construction), size standard $39.5M. The solicitation will be issued as a Request for Proposal (RFP) expected in mid-April 2020 with an estimated thirty (30) day response period. There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. This project primarily consists of replacement of cathodic protection and electrical wiring inside burn pit. Replace existing piping to include low pressure gas, nitrogen and water piping including drain/fill and sprinkler piping. Upgrade all valves and repaint piping in valve pit, fill stand and control tower. Work also includes replacing two layers of filter fabric and HDPE liners. Upgrade burn house to replace stainless steel siding and insulation in burn rooms. Repair interior/exterior finish including trim, windows and doorways. Replace existing pyrometer in burn house and upgrade switches in control tower control panel. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $1,000,000.00 and $5,000,000.00. This project is not subject to any statutory cost limitation. There is no Government Furnished Property supplied for this project. Prior to supplying a proposal, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and all supporting documentation including the statement of work, wage rates, specifications and drawings will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://beta.SAM.gov. It is the offeror(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to Potential Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
