SOURCES SOUGHT ANNOUNCEMENT: Integrated Waste Management (IWM) Services. Al Dhafra AB, UAE THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The 380 Expeditionary Contracting Squadron (380 ECONS) is conducting market research to determine the availability, interest, and capability of potential business sources qualified and able to compete for a contract to perform Integrated Waste Management (IWM) Services at Al Dhafra AB, UAE. NOTICE TO INTERESTED VENDORS: All offerors must maintain an active registration in JCCS with all documentation submitted prior to submission of offers to be eligible for contract award. The nature of work for this requirement includes providing all dumpsters and containers in order to collect and dispose of Non-Biodegradable (Non-putrescible Waste) Mixed trash, Recycling to include construction debris, scrap metal, paper, plastic, used cooking oil, etc., and Disposal of Hazardous wastes to include medical waste, emptying of refrigerant cylinders, recycling of batteries, and other various forms of wastes. All work will be accomplished in accordance with United Arab Emirate (UAE) laws and regulations. The successful contractor must have all applicable licenses, permits, and other required documentation in order to dispose of all waste at the facility utilized for disposal. The applicable NAICS Code for this requirement is: 562111 - Solid Waste Collection. The government intends to issue a solicitation on (or about) 31 December 2021. The information in this notice is based on the most current information available to date. This information is subject to change and is not binding to the Government. The Government shall not reimburse the costs of preparing responses to this request for information / sources sought notice. At this time, this office intends to solicit this requirement utilizing a(n) Request for Proposal(s) (RFP). The 380 ECONS is currently requesting all interested vendors who believe they are capable of meeting this requirement to contact the point of contact indicated below. We are currently seeking interested vendors who are capable of providing waste management services to Al Dhafra AB UAE. Requests for a solicitation shall not receive a response. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, this office currently intends to issue a combined synopsis/solicitation, which will be posted to https://beta.sam.gov/. All interested vendors must have an active SAM registration (https://beta.sam.gov/) prior to contract award, and JCCS profile (https://www.jccs.gov/jccscoe/JCXSApps.aspx?tabName=jccs) in order to be eligible for a contract. 5352.201-9101 OMBUDSMAN (OCT 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Lt Col Aaron D.
