The 39th Contracting Squadron Incirlik AB, Turkiye awarded a Sole Source contract to Setcan Corp. APPLICABILITY OF AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is the Federal Acquisition Regulation (FAR) and the Air Force Federal Acquisition Regulation Supplement FAR 13.106(b) justifies limiting the source if the contracting officer determines the circumstances of the contract action deem only one source reasonably available. The attached sole source justification outlines the Contracting Officers justification and reasoning to award a sole source award to Setcan Corp. This is a Sole Source Justification supporting the acquisition of a Stressvest training equipment for the 39th SFS at Incirlik AB. Only one vendor was identifed and approved to proivde the required services for the aforesaid unit. See the attached justification document.
