This is a pre-solicitation notice to determine possible sources and provide contractors a notice of intent to release a Request for Quote (RFQ). If your company is interested in the subject requirement, please refer to the instructions below. The U.S. Government intends to solicit for the quotes for performance of services under a prospective firm-fixed price contract for Fire Protection System Maintenance and Repair services of geographically separated areas of Aviano and Ghedi Air Bases, Italy in accordance with the requirements of PWS and host nation laws. The subject service shall be acquired using FAR Part 12 procedures for the Acquisition of Commercial Items. FAR Part 13 Simplified Acquisition Procedures shall govern this competitive acquisition (FAR 13.500(a)-acquisition is <$7.5M). The Contractor shall furnish all management, tools, equipment, and labor necessary to ensure that Fire protection system maintenance and repair services are performed in a professional manner. The general requirements of the service are illustrated in the attached DRAFT Performance Work Statement (PWS) which interested Companies are encouraged to read to familiarize with the various requirements of the service, ask questions or give suggestions. Exchanges with interested parties are highly encouraged in order to improve the understanding of the Government requirements and industry capabilities. In order to be deemed responsive, interested companies shall conform to the general and specific quote preparation instructions which are bound to include BUT ARE NOT LIMITED TO the document the evidence of the following: Italian Chamber of Commerce Certificate proving the authority of the firm to operate in the fire protection system maintenance and repair services, DURC (Documento Unico di Regolarita’ Contributiva) certifying the payment of host nation security benefits, Self-Certification for Antimafia Communication, Company’s active registration on the System for Award Managemen (SAM), Company’s Organizational Chart and Quality Control Plan to ensure services are performed in accordance with attached DRAFT PWS and commonly accepted commercial practices and pertinent relevant Prior Experience. Performance of the service will come into effect 15 September 2024 and will have a duration of 5 years (one base 12-month period and four 12-month option periods) with a 6 months possible extension of services. Conferences/site visits might be announced at a later date. The Solicitation will be posted via SAM https://sam.gov/content/home tentatively in June 2024.
