Description This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written/1449 solicitation will not be issued. This solicitation is not to be construed as a commitment by the Government. All information is be submitted at no cost to the Government. This solicitation will be issued as a Request for Quotes (RFQ) under solicitation notice FA5682-23-Q-7010. This solicitation document and incorporated provisions and clauses are this in effect through the Federal Acquisition Circular (FAC) 2023-04, Defense Federal Acquisition Regulation Supplement Publication Notice (DPN) 07/20/2023, and the Department of the Air Force Acquisition Circular (DAFAC) 2023-0707. Solicitation Details Quotes are due on or before 3:00 PM, Central European Time (CET), on Thursday, 07 September 2023. All questions shall be submitted via email to the aforementioned points of contacts. Place of Performance The anticipated contract will provided services at Aviano Air Base, Italy. Anticipated Contract Type/Period of Performance The anticipated contract will include 12 Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs). The contractor is required to submit pricing for CLINs 0001 – 5004. Period of Performance: The anticipated contract will consist of one (1) 4-month Transition/Phase-in period, four (4) 12-month Option Periods, and one (1) 8-month period. The resultant contract award will include FAR clause 52.217-8, Option to Extend Services for a period of performance not to exceed a six (6) month extension of services. The total period of performance shall not exceed five (5) years excluding the additional six (6) months if FAR 52.217-8, Option to Extend Services is exercised. Additional Requirements The contractor shall provide a quote that fully meets the requirements of this RFQ. The submission of electronic documents, via email, will be the only acceptable method of delivery. The contractor is required to submit any spreadsheets in “working” form to ensure that the evaluation of pricing is accomplished in an expedited manner. Moreover, all spreadsheets submitted shall include the working formulas used to develop the priced effort. In addition to the spreadsheets, the pricing submission is to be provided that includes the following information: The validity date for the proposal A listing of all ground rules and assumptions A listing of any scope limitations and/or qualification issues A listing of any exceptions taken to the pricing requirements of this RFQ An explanation of the methodology used in developing the CLIN prices This RFQ is subject to the provisions, clauses, and contract terms outlined in Attachment 4 – Clauses and Provisions. Each submission for this requirement, at a minimum shall contain the information below as well as adhere to any instructions outlined in the FAR provision 52.212-1 addendum (attached): CAGE Code: DUNS No: Payment Terms Date Offer Expires: Acceptance will be performed by the Government. Requirement Description This is a Request for Information (RFI), NOT a Request for Quote (RFQ) or Request for Proposal (RFP). This RFI will be utilized for market research purposes ONLY, in order to assist with the planning and potential procurement of Boat Operations and Maintenance support to United States Air Forces in Europe (USAFE).
