This is a Pre-Solicitation Notice for a contract action pursuant to FAR 5.204 and in accordance with FAR 36.213-2. The formal solicitation will be announced at a later date. This Pre-Solicitation Notice is for an Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contract for Roofing Construction Services in Italy. The proposed contract will be a competitive firm-fixed-price contract procured in accordance with Federal Acquisition Regulation FAR part 15, Contracting by Negotiation. It is contemplated that the Government will evaluate interested offerors using the Lowest Price Technically Acceptable (LPTA) process. IDIQ-Task Order award procedure description: The primary purpose of this announcement is to solicit qualified firms for a single award IDIQ roofing construction contract. This contract will cover a 5 year period (a one year base period, plus four, one-year option periods). Purpose of this solicitation is to obtain offerors’s firm fixed price proposals for each item of work detailed in the solicitation requirements; the IDIQ will be awarded to the lowest price technically acceptable offeror. Upon issuance of each Task Order, the Government will negotiate with the IDIQ awardee quantities of work related to the Performance Work Statement/Statement of Work issued along with the Task Order. Each Task Order is awarded at negotiated quantities multiplied by the firm-fixed-price provided by the offeror for each category in response to this solicitation. The scope of work for the resultant contract will be primarily to furnish all labor, materials, equipment and tools and shall perform all operations to accomplish roofing construction projects under the resulting contract at Aviano AB, Aviano, Italy and other Separated Sites (G.S.U.) within Italy. All work shall be in strict compliance with the specifications of the contract and specifications and drawings issued with each task order. A DETAILED SUMMARY OF THE PRINCIPAL ITEMS OF WORK CAN BE OBTAINED BY CONSULTING THE CONTRACT TECHNICAL SPECIFICATIONS NOTICE TO OFFERORS: Technical documentation posted along with this pre-solicitation announcement are in draft status; documents definitive versions will be published shortly. SOA FOR PROJECT WORK: SOA Category OS8 (Specialized Category - Waterproofing Works), Classification III. INTERESTED VENDORS SHALL BE IN POSSESSION OF A CURRENT SOA CERTIFICATION FOR THE CITED CATEGORY AT THE TIME OF PROPOSAL SUBMISSION. Place of Performance: Task orders under these contracts will be primarily located in Aviano and other Separated Sites (G.S.U.) located in Italy. NOTE: ALL QUANTITIES INDICATED IN THE PROJECT DOCUMENTS FURNISHED BY THE GOVERNMENT, INCLUDING THE CONSTRUCTION PRICE BREAKDOWN, ARE ESTIMATES BASED ON HISTORICAL DATA AND PROJECTS PERFORMED PREVIOUSLY. SUCH QUANTITIES SHALL NOT BE CONSTRUED AS BINDING. AWARD CONFERENCE AND ORIENTATION TRAINING: AN ORGANIZED CONFERENCE AND ORIENTATION TRAINING WILL BE SCHEDULED AT THE DATE AND MEETING POINT SPECIFIED IN THE SOLICITATION. PARTICIPANTS WILL MEET AT THE CONTRACTING SQUADRON, AREA E, AVIANO AIR BASE. ADDRESS: VIA PORDENONE 89/B, AVIANO, PORDENONE. The North American Industry Classification Standard (NAICS) is 238160 - Roofing Contractors. PERIOD OF PERFORMANCE: A one-year Base Period, with four (4), one-year option periods. IDIQ MININUM/MAXIMUM: The minimum guaranteed amount for the life of the contract is $5,000.00 (EURO equivalent) that is payable as part of the first task-order. MAGNITUDE OF CONSTRUCTION IN ACCORDANCE WITH FAR 36.204: The total contract value for the five year contract is estimated between $1,000,000 and $5,000,000. MINIMUM TASK ORDER: $5,000.00 MAXIMUM TASK ORDER: $4,999,999.00 The solicitation will be issued via Federal Contract Opportunities at https://beta.sam.gov/. No paper copies of the solicitation, specifications, or plans will be issued from this office. Prospective contractors must be registered in the System for Award Management (www.sam.gov) at the time an offer is submitted. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about March 2021. Acknowledgment of receipt of comments and questions will not be made. This synopsis is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. However, the Air Force reserves the right to contact one or more of the respondents if additional information is required. Responses of the Government to potential contractor’s comments and questions to the attachments to this notice will be published on the Government Point of Entry: https://beta.sam.gov/. The information obtained as a result of this announcement may be reflected in the subsequent solicitation.
