This Solicitation is for a single award, Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contract for Painting Construction Services at Aviano AB and other Geographically Separated Units (GSU) in Italy. The proposed contract will be a competitive firm-fixed-price contract procured in accordance with Federal Acquisition Regulation FAR part 15, Contracting by Negotiation. The Government will award a single IDIQ contract to the offeror with the Lowest Price Technically Acceptable (LPTA) proposal in accordance with this solicitation. Specific projects will be defined in each individual Task Order. Please see the full solicitation including all attachments for specific details. Contract Magnitude: Total program value is between $5,000.00 and $4,999,999.00 Contract Period of Performance: One (1) base year, plus four (4), one-year options. MININUM/MAXIMUM: The minimum guaranteed amount for the life of the IDIQ program is $5,000.00 (EURO equivalent) that is payable as part of the first task order following the base contract award. The maximum dollar value for the program is $4,999,999.00. PROPOSAL CONFERENCE (a) A pre-bid/pre-proposal conference will be conducted virtually over Zoom on 4 March 2021, between 0930-1130 for the purpose of answering questions regarding this solicitation. (b) Submit company name and the names of all attendees to the Government Point of Contact (CO and alternate POC) 6 days prior the pre-proposal conference date. (c) Bidders/Offerors are requested to submit questions to the point of contacts noted above no later than 7 days prior to the pre-proposal conference date. This Pre-Solicitation Notice is for an Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contract for Painting Construction Services in Italy. The proposed contract will be a competitive firm-fixed-price contract procured in accordance with Federal Acquisition Regulation FAR part 15 Contracting by Negotiation. It is contemplated that the Government will evaluate interested offerors using the Lowest Price Technically Acceptable (LPTA) process. IDIQ-Task Order award procedure description The primary purpose of this announcement is to solicit qualified firms for a single award IDIQ painting construction contract. This contract will cover a 5 year period. Purpose of this solicitation is to obtain offerors’s firm fixed price proposals for each item of work detailed in the solicitation requirements; the IDIQ will be awarded to the lowest price technically acceptable offeror. Upon issuance of each Task Order, the Government will negotiate with the IDIQ awardee quantities of work related to the Performance Work Statement/Statement of Work issued along with the Task Order. Each Task Order is awarded at negotiated quantities multiplied by the firm fixed price provided by the offeror in response to this solicitation. The scope of work for the resultant contract will be primarily to furnish all labor, materials, equipment and tools and shall perform all operations to accomplish painting works under the resulting contract at Aviano AB, Aviano, Italy and other Separated Sites (G.S.U.) within Italy. All work shall be in strict compliance with the specifications of the contract and specifications and drawings issued with each task order.
