SUBJECT: Combined Synopsis/Solicitation for P5 Soft Armor (Brand Name Requirement) This is a combined synopsis/solicitation (combo) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. i. Solicitation number FA5682-19-Q-7009 is issued as a request for quote (RFQ). ii. This solicitation and the incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01 Effective 20 Dec 2018; Defense DPN 20190215 Effective 15 Feb 2019 and AFAC 2018-0525 Effective 25 May 2018 iii. The North American Industry Classification System (NAICS) code for this solicitation is 315999, Other Apparel Accessories and Other Apparel Manufacturing. Due to the overseas location of this solicitation, no small business set-aside will be used. iv. The 31st Contracting Squadron has a requirement to purchase P5 Soft Armor for Aviano AB. Offerors shall use the Pricing Schedule that includes all contract line item numbers, descriptions, and quantities, units of issue, unit prices, and extended prices. All responsible sources may submit a quote. The Government contemplates a single Firm Fixed Price contract resulting from this solicitation. v. Delivery and acceptance will be FOB (free on board) Destination to the following address: Bldg 1029 Aviano AB Aviano, PN 33081 vi. The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. This is included in the Provisions, Clauses and Other Contractual Considerations section of this combined synopsis. vii. The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. viii. Offers are due 7 May 19 not later than 1200 hours Central European Time (CET). In order to be eligible for award, the contractor is required to be registered in the System for Award Management (SAM), http://www.sam.gov. A current copy of the prospective awardee's Reps and Certs will be validated using the SAM website prior to award. The contractor must get registered in Wide Area Workflow (WAWF) after award, https://wawf.eb.mil, if not already registered. ix. It is the vendor's responsibility to monitor the FBO system for amendments issued in reference to this requirement. Any potential amendments will be publicized in the same manner as the solicitation. x. All offers must remain valid up to 60 days after the closing of this solicitation. xi.
