Turkey-Spain (T-S) Base Operations Support (BOS) Acquisitions
The U.S. Government is pursuing two separate, simultaneous contracts for Base Operations Support (BOS) services at Incirlik Air Base, Türkiye (T-BOS) and Morón Air Base, Spain (S-BOS), with performance expected to start no later than 28 January 2028. The T-BOS contract is anticipated to have a three-year base with two 12-month options (5 years total), while the S-BOS contract is planned for a three-year base with four 12-month options (7 years total). Both contracts will be Indefinite Delivery, Indefinite Quantity (IDIQ) vehicles with primarily Firm-Fixed-Price pricing, and the Government has released draft documents including Performance Work Statements and evaluation criteria for industry review. Key considerations include mandatory workforce inheritance, collective labor agreements with semi-annual wage adjustments tied to inflation in Türkiye, and a unique Combined Labor and Currency Clause (C-LAC) to manage currency and inflation risk for the T-BOS contract. The performance locations are Incirlik Air Base, Türkiye, and Morón Air Base, Spain.
