Turkey-Spain (T-S) Base Operations Support (BOS) Acquisitions
The U.S. Government is pursuing two separate contracts for Base Operations Support (BOS) at Incirlik Air Base, Türkiye (T-BOS) and Morón Air Base, Spain (S-BOS), with the final RFP anticipated around 01 June 2026. Pre-RFP site visits are scheduled for Spain on 15 April 2026 and for Türkiye on 20-21 May 2026. The contracts will be Firm-Fixed-Price IDIQ vehicles, with Spain having a 7-year term and Türkiye a 5-year term, and full performance starting no later than 28 January 2028. Key cost drivers include mandatory workforce inheritance, collective labor agreements with mandated wage increases, and for Türkiye, a unique Combined Labor and Currency Clause (C-LAC) to manage hyperinflation and currency fluctuation risks. Draft documents, including the Performance Work Statement and evaluation criteria, are available for industry feedback, with comments due by 17:00 CET on 22 April 2026.
