Turkey-Spain (T-S) Base Operations Support (BOS) Acquisitions
The U.S. Government is pursuing two separate contracts for Base Operations Support (BOS) services in Türkiye (T-BOS) and Spain (S-BOS), with performance locations at Incirlik Air Base and Morón Air Base, respectively. The S-BOS acquisition is paused for approximately 12 months, shifting its projected performance start from January 2028 to January 2029, while the T-BOS effort is prioritized. Both contracts are envisioned as IDIQ vehicles with primarily Firm-Fixed-Price CLINs, with the T-BOS contract having a three-year base plus two 12-month options (5 years total) and the S-BOS contract having a three-year base plus four 12-month options (7 years total). Key considerations include mandatory workforce inheritance, collective labor agreements with semi-annual wage adjustments tied to inflation in Türkiye and fixed increases in Spain, and a unique C-LAC clause for Türkiye to manage combined labor and currency risk. The Government has released draft documents for industry review, including Performance Work Statements and evaluation criteria, and conducted site visits to both locations.
