This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA5613-22-R-0005 and the solicitation is issued as a request for proposal (RFP). This acquisition is conducted in accordance with FAR Part 12 and 13 procedures. The 700 CONS/PKA Flight has a requirement to contract for Referral Management Center (RMC) Support Services (Non-Personal Services) for the 86th Medical Group (86 MDG) at Ramstein Air Base, Germany, for the period 15 May 2022 – 14 May 2023 with four 1-year options through 14 May 2027. Places of performance and acceptance are the 86th Medical Group’s (86 MDG) facilities at Ramstein Air Base, Germany. All offerors must propose FOB (free on board) destination. Offerors shall use Attachment 1, Pricing Schedule, which includes all contract line item numbers (CLINs), quantities and units of issue, to fill in all unit prices and total amount blocks. Attachment 2, Performance Work Statement (PWS), contains the description of the requirement for RMC Support Services for the 86th Medical Group’s (86 MDG). All clauses and provisions applicable to this acquisition can be found in Attachment 3, Applicable Clauses and Provisions. For the submission of Past Performance Information, please use Attachment 4, Past Performance Questionnaire (PPQ) RMC. AMENDMENT 1 has been uploaded to provide answers to questions received. Additionally, FAR clause 52.228-4 has been added to the Solicitation, and the PWS was updated to reflect the correct work hours. AMENDMENT 2 has been uploaded to remove FAR clause 52.222-55 and to extend the due date for proposals. Clarification on clause 52.222-55 can be found in Attachment 6. Please acknowledge and submit the signed amendments with your proposal. Due date is 31 March 2022, 1600hrs CET.

The US Air Force is seeking potential companies who have the skills, experience, knowledge and capabilities required to perform non-personal services as Referral Management Center (RMC) in support of the 86th Medical Group. The places of performance are the medical facilities at Ramstein Air Base, Germany. The anticipated period of performance is 15 May 2022 through 14 May 2023, with the yearly option to extend the performance through 14 May 2027. Interested sources are requested to provide a capability statement which briefly describes previous and/or current work experience in or relating to the areas listed above. In addition, interested sources are requested to review attached draft Performance Work Statement (PWS) for Referral Management Center Support Services, and provide comments, concerns and recommendations in accordance with attached Market Research Questionnaire.
