The contractor shall provide all non-personal services, management, tools, supplies, materials, equipment, parts, transportation and labor necessary to perform preventive maintenance (PM), safety inspections and repairs of vehicle crash-beam and wedge barriers, tire killer, bollards, arm barriers, quick folding and sliding gates in the Kaiserslautern Military Community (KMC) in accordance with the performance work statement. Attachment 5 has been amended to extend the site visit response date to 14 May 2021 at 1500 hrs. The changes on the attachment are highlighted in red. 17 May Solicitation Amendment 0001 - Attachment 1 and attachment 3, the PWS and Equipment list, have been updated. The question due date has been extended to 20 May 2021 @1300 hrs. The quotation due date has been changed to 14 June 2021 @1000 hrs. Attachment 5 has been updated to reflect these dates as well. Please see the attachment QA Government Response. 31 May 2021- Added Government historical data on the expenditure of parts from the previous contract. This is added as historical data only and may assist a contractor in understanding this requirement but this is not a set amount for the contract it is only historical data. No extension for quote submission. 8 June 2021 - Solicitation Amendment 0002 - Attachment 2, Bid Schedule, has been updated to change the currency symbol on the Summary Sheet to reflect the award currency of EUR. Also, 52.212-1 has been corrected to reflect the quote due date of 14 June 2021 at 1000 hrs CEST. Please see the updated attachments. 11 June 2021- Solicitation Amendment 0003- The purpose of this amendment is to add the Past Performance Questionnaire (PPQ) to the solicitation. The PPQ is due to Evan Fanslau and Karen Stansbury by 1500 CEST on 18 June 2021. There has been no extension for the submission of quotes, they are still due to the Government by 1000 hrs CEST 14 June 2021. PPQ must be subbmited directly from the individual completing the questionnaire.

Pre-Solicitation Notice This is a non-personal services contract, the Government shall not exercise any supervision or control over the contract service providers performing the services herein. The contractor shall provide all non-personal services, management, tools, supplies, materials, equipment, transportation and labor necessary to perform preventive maintenance (PM), safety inspections and repairs of vehicle crash-beam and wedge barriers, tire killer, bollards, arm barriers, quick folding and sliding gates in the Kaiserslautern Military Community (KMC). Every aspect of the service of each equipment (listed in Appendix B) shall be performed in accordance with (IAW) the standards set forth in this PWS to ensure continuous safe operation of installed active vehicle barriers (AVB) to meet Anti-Terrorism and Force Protection (AT/FP) standards in conjunction with (ICW) Unified Facilities Criteria UFC 4-022-01, dated 27 July 2017, and the Air Force Instruction, AFI 31-101 Integrated Defense (ID), both applicable for entry control facilities and access control points with installed active vehicle barriers such as final denial barriers (FDB). Contractors must have all necessary accredited certifications required to purchase, repair, replace, and maintain the security systems identfied in the attached equipment list.
