The contractor shall provide all personnel, equipment, tools, materials, vehicles, licenses, transportation, supervision, and other items and services necessary to provide waste removal and sanitation of 12 contractor provided lavatory cabins at Spangdahlem Air Base. The contractor shall perform to the standards in this Statement of Need as well as to all applicable commercial standards, local, state, federal, and environmental laws and regulations for this of type of service. This requirement will be for a one-year base period with four one-year option periods. Rental of 12 portable latrines with toilet, urinal, hand disinfection, weekly cleaning, toilet paper refilling, hand disinfection refilling, and the disposal of waste at an off base site. The contractor shall maintain all lavatory cabins, ensuring they are free of unpleasant odors, dirt, debris, and pests. All containers shall remain in good, workable condition, and easily accessible to customers. Containers will be fixed against turbine burst and winds. Containers will not be fixed to the ground and/ or to buildings or parts or buildings which could fly away.
