Statement of Work (SOW) Closed Circuit Television Spangdahlem Military Post Office 18 July 2019 1. INTRODUCTION: This Statement of Work (SOW) defines the requirements for the Contractor to engineer, furnish, install, test (EFI&T) additional devices & storage and add to the current Closed Circuit Television (CCTV) system and associated equipment. CCTV monitors shall be located within the Flight Chief's and Postmaster's office. Monitor(s) shall display images from security cameras located throughout the facility. Monitor(s) shall be installed 96" AFF (from the bottom of the monitor) and a maximum of 12'-O" opposite from the reception area measured from the viewing area of the reception area to the monitors. CCTV Equipment Rack Voice/Data Jacks: Each voice and data connector jack shall be UL listed, snap-in type, high impact thermoplastic modular information jack with front changeable color bezels. Jacks shall be 8 -position/8 -conductor Cat 6, RJ-45 power sum rated capable of highest possible data rates, non-keyed type. Jacks shall meet or exceed the transmission requirements for connecting hardware specified in EIA/TIA 568B. Telecommunication jack removable bezels shall be color coded to the Base standard or if no standard exists, as follows: - Voice jacks: Blue. - Data jacks: Orange. CLOSED CIRCUIT TELEVISION SYSTEM (CCTV) A complete fully functional closed circuit television system shall be provided, including cameras, monitors, software, wiring and controls. Monitor(s) shall be located in the flight chief's office on the back credenza such that the leadership team can view without obstruction from the normal working position. Cameras shall also be utilized to monitor all areas where personnel are present, outside the facility, overlapping coverage for all interior rooms and the entrance lobby. Cameras shall utilize IP connectivity to the facility network. Cameras shall be color, have pan-tilt-zoom (PTZ) capability, and have smoked glass domes. Each camera shall revert to a "home" position after a short period of time of manual PTZ control inactivity. High resolution cameras with digital zoom capabilities are preferred. Each monitor shall be connected to the facility network. The controlling software shall uniquely task and control any system camera. Camera images shall be manually selectable to any monitor or portion of a monitor. The software shall allow scrolling of selected camera images. One 27" flat panel monitor shall be provided for leadership viewing. All monitor(s) shall have the capability to view a minimum of 11 simultaneous images. The primary CCTV system is to include cameras, surveillance software application, an open server hardware platform or cloud accessibility, motion alarming, user licenses fees, and network electronics. Interior Camera System - System consists of multiple IP based PTZ cameras with specified housings, mounting, lenses, features, etc. throughout the building interior as indicated on the drawings and as specified herein. Exterior Camera System - System consists of multiple IP based PTZ cameras with specified housings, mounting, lenses, features, etc. around the perimeter of the buildings as indicated on the drawings and as specified herein. Video Recording equipment and software to receive and store the network video from all cameras as indicated on the drawings and as specified herein. Video Management equipment and software to process video streams from all cameras and provide control/distribution as required for storage, archive, preview, and live monitoring of all video files and streams. Video display equipment including flat panel monitors with wall mounting hardware and IP video decoders to provide analog video to flat panel monitors. Network switches with poe and support for multicast groups and IGMP. UPS equipment to provide power conditioning.
