General Information Document Type: Sources Sought Notice Response Due Date: 15:00 hours BST, 25 Aug 2021 Title: Telecommunication Services NAICS Code: 517312 Contracting Office Address 48th Contracting Squadron, Bldg. 977, Boston Drive, RAF Lakenheath, Brandon, Suffolk IP27 9PN Description The US Air Force, 48th Contracting Squadron, RAF Lakenheath, United Kingdom (UK) anticipates to solicit in the near future for Telecommunication Services as described in the attached Draft Performance Work Statement (PWS) (Attachment 1). All services will be to support personnel based at RAF Lakenheath and RAF Mildenhall, UK. Approximately 400 devices will be used. We anticipate Blanket Purchase Agreement type award with the period of performance to be 1 October 2021 – 30 September 2026; constituting of a one year basic and four one-year option periods with a possible six month extension. The anticipated forthcoming solicitation will require companies who wish to propose to prices as “Firm-Fixed-Priced”; whereby such proposed pricing will not be subject to adjustment, revision, and/or negotiation during the US Government’s evaluation process leading to a subsequent contract award decision. Section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 and FAR 4.2102(a) state “On or after August 13, 2020, agencies are prohibited from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception” is granted. NOTE: Although a “DRAFT” PWS is provided, this notice does not constitute a solicitation. This notice is for market research and acquisition planning purposes only. Requested Information The following information is requested from interested companies. The Government will use this information to determine the best future acquisition strategy for this requirement. 1. When the aforementioned service is formally solicited by the US Government, would your company be interested in submitting a proposal? If so, please provide the contact details of your company. 2. As state above, companies must be able to meet the “unless an exemption” is granted requirement. If you feel your company would qualify for an exemption, please answer the following questions regarding your equipment: Does the covered telecommunications equipment have NO direct connection to the internet, meaning the equipment is isolated in its function and unable to route or redirect user traffic in its existing configuration? Is the control information (used to coordinate calls and data transmission) and user data (the actual call) fully encrypted over the Radio Access Network? If the above is true, then the data moving through the covered telecommunications equipment is encrypted, then it is unable to permit visibility into any user data or packets correct? 3. Based upon the attached “DRAFT” PWS attached, are there any aspects that are unclear and/or do not allow a clear understanding of the US Government’s requirements? 4. Based upon the attached “DRAFT” PWS attached, are there commercial industry practices that appear to differ greatly than what is being requested by the US Government under the anticipated, forthcoming solicitation? 5. Has your company ever provided this type services in the UK? 6. Is your company registered in beta.SAM? If so, please provide CAGE code.
