Bottom line up front, prospective contracts shall submit their Construction Cost Estimate Breakdown with line item #102 (Endesa works) filled out with a total of 194,374.81 EUR (IVA included). All other terms and conditions of this solicitation remain unchanged. AMENDMENT 5: The purpose of this amendment is to provide the final version of the amended documents following the changes mandated by the Spanish Electrical Distribution company, Endesa Distribucion. The following documents will be added: 1. AMD 5 - Drawings - Basic Package 2. AMD 5 - English Specifications 3. AMD 5 - Especificaciones Espanol 4. AMD 5 - Summary of Amd 5 Changes Please request for the files via email to the Construction team POCs. The bid due date will not be extended due to the risk of funds availability and the timeframe in relation to the end of FY25. All other terms and conditions of this solicitation remain unchanged. AMENDMENT 4: The purpose of this amendment is to provide the Questions and Answers submitted by contractors for this solicitation. Please refer to the attachments section for the Q&A document. All other terms and conditions of this solicitation remain unchanged. AMENDMENT 3: The purpose of this amendment is to extend the bid due date to 20 August 2025 at 10:00 am local time (CEST). All other terms and conditions of this solicitation remain unchanged. AMENDMENT 2: The purpose of this amendment is to notify prospective contractors of a few updated attachments: 4. AMENDMENT 1: The site visit date and time have been updated to 15 July 2025 at 10:00 am local time (CEST). Additionally, the following changes are anticipated due to mandatory design changes initiated by the Spanish Electrical Distribution company, Endesa Distribucion: 1. The projected electrical utilities are in the 50 Hz side of the Moron AB electrical system and they will be electrically connected to the Spanish distribution grid. As a result, the Spanish codes, rules and procedures are mandatory in this project. 2. The electrical distribution grid company, where these utilities will be connected to, belongs to Endesa Distribucion (EDE), that has their own standards that are also mandatory in this project, and are subject by review and approval by EDE technical personnel. 3. EDE's review is taking place in these days, so it is expected that minor changes will occur in project drawings and specifications as a result of EDE's recommendations. These recommendations are not expected to increase/decrease the scope of the project, but they will mainly be associated to parts of the installation being installed by either the Contractor or by EDE with their own means (whose cost will remain under the project in any case, since the Contractor will have to arrange with EDE the coordination, execution of works and commissioning of all utilities). 4. The design includes all necessary installations and utilities for the new 5 MVA transformer bay, being a comprehensive solution. Possible changes to the design, as mentioned above, will mainly drive to items being deleted from the drawings/specs since they will be executed by EDE and not by the Contractor, but will be indeed executed within the project anyways. As a result of the above, please expect some of the project documents to change. The updated documents will be made available as soon as we receive them. Any extensions to this solicitation will be considered after receipt of the updated documents. Project QUUG 10-1049, CNS Alternate Transformer Substation, Moron Air Base, Spain. The magnitude of this project is between $1,000,000 and $5,000,000 U.S. Dollars. This is furnished for the convenience of prospective contractors. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (3) "The contractors must meet the requirements established by Spanish legislation for execution of government works. A breach of contract on the part of a contractor shall have the same consequences for the contractor for purposes of future contracting with the Spanish government as would occur with a breach of a contract with the Spanish public administration." and (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements".
