The magnitude of this project is between $500,000 and $1,000,000 U.S. Dollars. This is furnished for the convenience of prospective contractors. The actual extent of work requirements will be governed by the specifications and drawings. A pre-proposal conference/site visit will be held 15 July 2020, 10:00 hours local time, in the Contracting Conference room, Building 106. To attend you must notify the Construction Management Office (sydney.derizzio.1.ctr@us.af.mil) at least 5 labor days in advance (21 days for third country nationals). Bidders/Offerors are requested to submit questions to the point of contact noted in this solicitation not later than 22 July 2020. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. Proposals must be received by the Contracting Officer (as described in Sec L) no later than 1:00 hours local time on 3 August 2020. Proposals submitted by the facsimile will NOT be accepted. The United States Air Force intends to issue solicitation FA557520B0003 to solicit bids for a Firm-Fixed Price contract to Repair Storage Warehouse building 970 at Morón AB, Spain. The magnitude of construction for this project is estimated to be between $500,000 and $1,000,000 U.S. Dollars. The period of performance for this project is estimated at 300 calendar days. A solicitation package will be available on the Federal Business Opportunities website at beta.sam.gov on or after 26 June 2020. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements". The work includes, but is not limited to: The project has been divided in the items described below: BASE BID: "REPAIR WORKS": Repair works of building 970 to have an operational, functional and efficient facility. This Basic Package includes taking samples and test to determine the contamination of the soil to be removed regarding the outside pavement. BASE BID: "NEW CONSTRUCTION": Works to be carried out to have the exterior area paved and enclosed by a fence as indicated, including the necessary earthworks. Also, including electrical service from transformer center (Bldg. 906) to building 971. OPTION 1: In case that the samples taken test positive, this option includes the treatment of the contaminated soil, deducting the excavation and transport of the natural soil of the Base Bid. Below are summarized all works associated to the different categories involved. BASE BID “REPAIR WORKS” ARCHITECTURAL WORKS a. Demolish roof & siding panels. b. Management and disposal of waste from demolition and construction. c. Replace structure member affected by corrosion. d. Install new girders for siding panels. e. Renovate metal structure for fire suppression shelter. f. Replace roof/siding panels and accessories. g. Renovate gutters, downspout and concrete splash. h. Install roof ventilator gravity type. i. Seal panel joints. j. Clean, primer, apply fireproof treatment and paint metal structure. k. Clean, primer and paint steel elements. l. Epoxy resin for concrete slabs. m. Install new fall arresting system for roof maintenance. n. Install lettering and paint signage. CIVIL WORKS a. Test for determining the Contamination (or not) of the existing Soil. MECHANICAL WORKS a. Replace wet pipe fire sprinkler system in accordance with NFPA 13. b. Replace exterior water supply piping. c. Replace interior water pipes. d. Reinstall eyewash stations. e. Develop a new exterior water connection point. d. Install interior hose bibbs. ELECTRICAL WORKS a. Renovate interior electrical distribution system. b. Renovate interior lighting system. c. Install a new Lightning Protection System. d. Replace fire alarm system. MISCELLANEOUS a. Testing and Commissioning as required per contract documents. b. Final cleaning. c. Delivery of As-built drawings. d. Delivery of Spatial Data. BASE BID: "NEW CONSTRUCTION” CIVIL WORKS a. Construct an asphalt pavement between bldg. no. 970 and 971 and at the back side of bldg 970 (heavy traffic category T42 and Subgrade type E3 in accordance with Spanish Standard 6.1 I.C.). Including in this item associated excavation, transport and soil dumping of the whole affected area. b. Replace existing slotted drainage channel located at the main entrance with a trench drainage channel and grate. c. Construct a trench drainage channel and grate at the back side of the bldg. d. Paint safety and traffic marking on concrete surfaces. e. Install traffic signs. f. Install a galvanized chain link fence with 3 barbed wires (Total height 2,30m) around the area to be paved at the back side of bldg. no. 970, in accordance with Section 32 31 13 and project drawings. g. Install a double swing gate with 3 strands of barbed wire (2,30m total height) between bldg. no. 970 and 971 at the south facade of both buildings, in accordance with Section 32 31 13 and project drawings. h. Provide the adequate drainage by gravity for the pavement. i. Connect the surface drainage channel to the existing open storm ditch or inset drainage channel. j. Install a new 6m fence door will be installed in the Backyard to facilitate the maneuvering of the Fire Engine in case of fire. k. The existing underground pipes and conduits under the pavements will be demolished as required in project demolitions drawings. ELECTRICAL WORKS a. Renovate electrical service lines from transformer center IAW new load requirements. MISCELLANEOUS a. Testing and Commissioning as required per contract documents. b. Final cleaning. c. Delivery of As-built drawings. d. Delivery of Spatial Data. OPTION 1 CIVIL WORKS a. In case of obtaining a test positive result (contaminated soil found), transportation and dumping to authorized dump of contaminated soil. MISCELLANEOUS a.
