The requirement is for the rental of ramp and hanger space at Clark AB to support Cope Thunder and Balikatan FY25. A sources sought notice was posted, and two other vendors were identified as potentially capable of providing the required space. These vendors expressed interest on the Intent to Sole Source. They were asked to confirm their ability to conduct business with LiPAD (Official Airport Authority). They were notified by LiPAD that it was not possible due to STRA8 Logistics already having signed a contract. These vendors were further inquired and cross referenced with the airport authorities to confirm their eligibility to secure the commercial lease contract. LiPAD responded to verify that only STRA8 Logistics has the two month lease for the required ramp and facilities. The unique lease agreement between STRA8 Logistics and the Official Airport Authority is exclusive for the specific dates required, and no other vendors have the ability to secure the rental agreement.
