This pre-solicitation notice is posted IAW FAR 5.204 "Presolicitation Notices." The Government intends to electronically release a solicitation to the public via SAM.gov on or after 15 days from the date this notice for the requirement below. This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs. This is a pre-solicitation notice for a Firm-Fixed-Price (FFP) design-build contract. The Contractor is to provide all design, labor, materials, equipment, and supervision to perform for project LXEZ241013, Repair HVAC in PAX Terminal, B3409 Kadena Air Base Okinawa Japan. The solicitation will be solicited as competitive and unrestricted. Design-build performance will include replacing air handling units, associated supply/return ductwork, registers, grilles, piping, gate valves, insulation, digital direct controls, fire dampers, and installing additional split units. Testing, adjusting, and balancing (TAB) and commissioning of the mechanical system as required to ensure operational capabilities meet federal and industry standards. Asbestos Containing Material (ACM) and Lead-Based Paint (LBP) have been detected in the facility. PROJECT MAGNITUDE: $500,000 to $1,000,000 (Yen Equivalent) NOTE: This contract will be performed in its entirety in the country of Japan. The successful offeror must be licensed and registered to perform work in the country of Japan. The tentative Performance Period for the project is 692 Calendar days. LOCATION OF WORK: Okinawa Japan DFARS 252.225-7042, “Authorization to Perform” – The Offeror has been duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, and; FAR 52.236-7 (as modified pursuant to DAFFARS 5336.507), “Permits and Responsibilities: - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese Government) and political subdivisions’ laws, codes, and regulations applicable to the performance of work. NOTICE to OFFERORS: The solicitation shall be publicized through the Government-wide point of entry on SAM.gov. Prospective offerors must be registered with SAM.gov.
