18 CONS located on Kadena AFB, Okinawa, Japan, intent to award a purchase order to Night Readiness LLC (Cage Code: 4QW77) on a sole source basis in accordance with the Federal Acquisition Regulation (... 18 CONS located on Kadena AFB, Okinawa, Japan, intent to award a purchase order to Night Readiness LLC (Cage Code: 4QW77) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy the government requirement. 18 OSS/OSE Aerospace Physiology Flight would like to purchase the Virtual Terrain Board (VTB), 6 Airframe Training Scenarios, Hardware for v4.0 Upgrade required for Scenarios, and Train-the-Trainer Refresher class. This VTB will be utilized to train aircrew in the utilization of NVGs for their respective airframes, allowing for aircrew that are proficient with their equipment prior to performing flying operations. This requirement is to upgrade just the section of the NVD training, and as they already have the projector and the screen from Night Readiness LLC, the requested products must be compatible with their exiting equipment. Additionally, AFMAN 11-202v1 1.3.2.5 states AETC is the lead command for all NVD academic training. The lead training center in Randolph utilizes this equipment, meaning this is what all students learn on and emphasizing the need to have this specific equipment for their refresher training requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement. All quotes received by the date of close specified herein will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No requests for proposals or quotes will be issued based upon this Special Notice. Interested parties may identify their interest and may submit a quote by 10:00 AM JPT, 05 Sep 23.
