Prior to the expiration of the said TO, the solicitation was sent 11 vendors on November 03, 2022 with a response due date on November 18, 2022. Based on the market research, it was expected that at least two (2) vendors will respond on the solicitation. However, 18 CONS/PKA only received one (1) quote in response to the solicitation no. FA527023QA007. IAW DFARS 213.500-70, 18 CONS/PKA must re-solicit the requirement for at least 30 days in accordance with (IAW) DFARS 215.371-2. Due to regulation restriction, the stand alone purchase order (PO) must be awarded to bridge the existing contract while re-competing the original requirement to comply with the competition in contracting act (CICA). In addition to the competition requirement, if another company will provide this service, the recalibration of the gas meter is required. Different gas companies in Okinawa, Japan requires to recalibrate the gas meters of any establishment or facility before they can begin providing LPG.
